Eligible applicants include nonprofit organizations with relatively small budgets—those under about six hundred thousand dollars annually—and especially those already operating harm reduction programs for at least a year. Tribal organizations or groups working through fiscal sponsors may also apply under the right categories. The opportunity covers projects across the entire U.S., including territories like tribal lands and Puerto Rico.


Priority is given to organizations grounded in harm reduction values, particularly those led by or serving individuals with lived experience of drug use, or by people who have been disproportionately affected by criminalization—such as Black, Indigenous, and other communities of color. Programs serving areas where access to safer use supplies is limited—especially if there’s no other local provider nearby—or where policy shifts could ripple out in meaningful ways are also highly favored. Additional emphasis is placed on areas facing higher rates of overdose, HIV, or hepatitis C, and on partnerships that extend reach strategically across regions or statewide.


The funds are intended for general operating purposes, including the cost of harm reduction supplies and capacity‑building efforts for the programs themselves. These are single‑year grants, designed to sustain ongoing work rather than launch brand‑new initiatives. Applications are accepted twice yearly—once in the spring and once in the fall—allowing for thoughtful review and timely disbursement in the following months.


In essence, this opportunity seeks to empower grassroots organizations with both financial support and affirmation of their role in advancing health, equity, and community resilience through harm reduction practices.
